Sales Tax Increase Proposed To Support Development Along Kellogg

The vacant K-Mart building will be rebuilt or rehabilitated as part of the Community Improvement District near Kellogg and West.

A public hearing has been scheduled for next month on a proposed 1 percent sales tax to support a development in west Wichita.

In 2015 a community improvement district, or CID, was established in the area around Kellogg and West Street. Now, developers want to amend the CID to include newly purchased buildings.

Businesses in the district can charge an additional sales tax, with the revenue being used to pay for land acquisition, demolitions, and site improvements.

Mark Elder, with the city office of economic development, says the amended project would cost about $24 million, with $14 million reimbursed as the sales tax is collected.

Developers have committed to rebuilding or rehabilitating the vacant K-Mart building, and to constructing 18,000 square feet of new commercial space along Kellogg.

The public can weigh in on the expanded CID at the City Council’s regular meeting on Nov. 7. After that, the council can approve an ordinance amending the district.
